How to Make Cabbage Beef Casserole
  1. In a skillet over medium heat, brown the ground beef for 5-7 minutes until fully cooked and no longer pink. Drain excess grease.
  2. Stir in the chopped onion and green bell pepper; cook for 3-4 minutes until softened.
  3. Add uncooked rice into the beef mixture and stir to coat; continue cooking for another 2-3 minutes.
  4. Slice the cabbage into thin strips, then layer it evenly at the bottom of a greased 9x13-inch casserole dish.
  5. Spread the cooked beef and rice mixture over the cabbage layer.
  6. Mix the tomato soup, tomato sauce, and water until smooth. Pour over the casserole.
