Method
 

Fry Bread Preparation
  1. In a large bowl, whisk together the all-purpose flour, baking powder, and salt.
  2. Create a well in the center and pour in the warm water, mixing until a soft dough forms.
  3. Let it rest, covered, for about 10 minutes to relax the gluten.
  4. Divide the rested dough into 6 to 8 equal balls.
  5. Lightly dust a clean surface with flour, and roll each ball into a disk about 1/5-inch thick.
  6. Stack the disks and dust with flour to prevent sticking.
  7. In a large skillet, heat the cooking oil over medium-high heat.
  8. Carefully place each dough disk into the hot oil, frying for approximately 2 minutes per side until golden brown and crispy.
  9. Once cooked, transfer the fry bread to a plate lined with paper towels to drain excess oil.
Beef Filling Preparation
  1. In a pot, combine ground beef with onions, garlic, bay leaf, and beef stock.
  2. Bring to a boil, then reduce heat and simmer for about 1 hour, or until the meat is tender and can easily be shredded.
  3. In a skillet, toast spices lightly, then add shredded beef and diced tomatoes.
