  3. In a mixing bowl, whisk together all-purpose flour, granulated sugar, and baking powder. Add dairy-free milk, neutral oil, apple cider vinegar, and vanilla extract. Mix until just combined.
  4. Pour the batter over the set pecan layer and bake for 48-53 minutes until golden and a toothpick comes out mostly clean.
