- Preheat the oven to 400°F (200°C).
- Melt butter in a medium pan over medium heat. Add minced garlic, chopped onion, and diced celery; cook until soft, about 5 minutes.
- Stir in the flour to form a roux; cook for 1 minute.
- Gradually whisk in seafood stock and heavy cream, stirring until thickened, approximately 5-7 minutes.
- Season with Old Bay, salt, and pepper. Toss in the shrimp and cook until pink, about 2-3 minutes. Gently fold in lobster meat and parsley; remove from heat.
- In a mixing bowl, whisk together flour, baking powder, garlic powder, and salt. Cut in cold grated butter until crumbly.
- Stir in shredded cheddar and any optional herbs. Add milk and mix gently until just combined.
- Divide the seafood mixture into ramekins or a baking dish. Spoon the biscuit dough over the top.
- Bake for 20-25 minutes until the biscuits are golden and cooked through.
- Let rest for 5-10 minutes before serving.
